Vancouver is the better starting point for most people flying from Calgary or Edmonton. Seattle can still win on a particular ship or date, but its cheaper headline fares rarely survive once flights, hotel and transfers are priced in Canadian dollars.

Why do Seattle cruises stop in Victoria?

The US Passenger Vessel Services Act stops foreign-flagged ships carrying passengers between two US ports without a foreign call. Since almost every big cruise ship is foreign-flagged, a Seattle round trip has to touch Canada, and Victoria is the handy stop. Calls are sometimes only a few evening hours, so it is rarely a highlight.

The route difference nobody advertises

From Vancouver

Ships head up the inside of Vancouver Island through narrow, island-dotted channels, with a few hours of more open water around Queen Charlotte Sound. The scenery starts on day one, and the water is usually calm (see how calm the Inside Passage really is).

From Seattle

Ships exit through the Strait of Juan de Fuca and run up the outer coast of Vancouver Island in the open Pacific. Expect a sea day each way with more swell and less to look at. If you are prone to seasickness, that matters more than a small fare difference.

Currency and the real cost

Onboard spending is in US dollars from either port, and many lines will quote Canadians a fare in Canadian dollars wherever the ship sails, so the fare itself may not differ much (see paying in CAD vs USD). The real currency difference is everything before boarding: a Seattle hotel, meals and transfers are all in US dollars.

Coming home

After a Vancouver round trip, you clear Canadian customs at Canada Place and fly home domestically. From Seattle, you clear Canadian customs when you land at YYC. Either way, after more than 48 hours away each person can bring back up to C$800 of goods duty-free, so a week-long cruise qualifies from both ports.

The ship you want only sails from Seattle that season.
Seattle has the dates you need, such as a week that fits Alberta school holidays, when Vancouver doesn't.

You are combining the cruise with a Washington or Pacific Northwest trip anyway.
You are sailing with family who live in the US and want to meet at the ship.
